8.1 Scheme of Delegation

Nothing in this scheme of delegation should prevent decisions being taken where there is an immediate and grave threat to the safety of a child.


1. All children: decision to apply for an EPO Head of Safeguarding
2. All children: decision to instigate Care Proceedings Head of Safeguarding
3. All children: decision to Accommodate a child Head of Safeguarding
4. Care leavers: approval of request for financial assistance under Children (Leaving Care) Act 2000 Senior Manager or delegated to Team Manager with budget responsibility
5. Children with Disabilities: agreement to funding complex care packages in the community Senior Manager
6. Children in need: decision not to accommodate a child Team Manager
7. Child on Care Order/ICO: consent to immunisation / vaccination Team Manager (where the birth parent/person with PR is unable/unwilling to consent)
8. Child on Care Order/ICO: consent to emergency treatments / surgery Senior Manager (where the birth parent/person with PR is unable/unwilling to consent)
9. Child on Care Order/ICO: consent to contraceptive treatment Team Manager (where the birth parent/person with PR is unable/unwilling to consent)
10. Child on Care Order/ICO: consent to termination of pregnancy Head of Safeguarding
11. Child on Care Order/ICO: consent to marriage Head of Safeguarding
12 Child on Care Order/ICO: signing a passport application Senior Manager
13. Child on Care Order/ICO: consent to join armed forces Head of Safeguarding
14. Child on Care Order/ICO: authority to place a child on a care order / ICO with birth parent(s) or with person who has Parental Responsibility Head of Safeguarding
15. Child on Care Order/ICO: payment of expenses under care Planning and Review Regulations 2010 Team Manager
16. Child on Care Order/ICO: decision to apply for discharge of care order Senior Manager
17. Child looked after under S.20: decision to override parental objection to case work decision (e.g. to give permission for an overnight stay) Senior Manager
18. Child looked after under S.20: signing consent forms in the absence of the person(s) with PR (e.g. LAC medical cards for UASC) Team Manager
19. Child Protection Conferences: decision whether or not to hold a CPC Senior Manager
20. Children's homes: agreement to placing a child outside of the home's Statement of Purpose Senior Manager
21. Children's Homes: notification of significant events to Ofsted Registered managers
22. Contact: agreement to suspend contact (child on a Care Order Section 34(6) Children Act 1989) Head of Safeguarding
23. Foster care & Adoption: decision to continue assessment where DBS checks are positive Head of Safeguarding
24. Foster care exemptions: within approved maximum numbers Team Manager, FPT
25. Foster care exemptions: in excess of approved maximum numbers Senior Manager, Looked After Children (in capacity as Agency Decision Maker)
26. Fostering Allowances (see circular): authority to agree to payments - within the scales Team Manager
27. Fostering Allowances (see circular): authority to agree to payments - outside the scales Senior Manager
28. Looked After Children: decision to discharge a child who is accommodated Team Manager
29. Looked After Children: authorising a trip abroad for a looked after child Senior Manager
30. Looked After Children: permission for a looked after child to take a holiday during term time Head of Safeguarding
31. Looked After Children: supplementation of income of young person in care in receipt of state benefits or wages Senior Manager
32. Looked After Children: permission for school trips (day trips) As determined in placement plan (e.g. CH Manager, foster carer)
33. Looked after children: decision to change a placement Team Manager (review to be called if the change is unplanned)
34. Looked After Children: agreement to placement with a connected person under Regulation 24/25, Care Planning Regs 2010 Senior Manager
35. Looked After Children: Placement with an Independent Provider Head of Safeguarding
36. Looked After Children: Placement outside Portsmouth City Council area (except where the placement is with parents or with LA foster parent who is either a connected person or is approved as an in house foster carer). Senior Manager
37. Looked After Children: agreement to change of placement at Key Stage 4 Senior Manager
38. Looked After Children: Decision not to release sensitive information to carers Senior Manager
39. Missing children subject of a CPP: decision to use publicity Senior Manager in conjunction with Police
40. Missing children (LAC) - decision to use publicity Senior Manager in conjunction with Police
41. Privately Fostered child: agreement following assessment re: the suitability of the Private Fostering Arrangement Senior Manager
42. Section 17 payments: approval of payments up £500 per family per annum Senior Practitioner
43. Section 17 payments: approval of payments up to £1000 per family per annum Team Manager
44. Section 17 payments: approval of payments over £1000 per family per annum Senior Manager
45. Secure accommodation: agreement to making an application for secure accommodation Head of Safeguarding
46. Staff: decision to employ where DBS checks are positive Head of Safeguarding
